📚 How to Read HTS Codes
Understanding the Structure
HTS codes are 10-digit numbers that classify imported products. The first 6 digits are internationally standardized (HS codes), while the last 4 digits are specific to the United States.
- 09 - Chapter: Coffee, Tea, Spices
- 01 - Heading: Coffee
- 21 - Subheading: Roasted, not decaffeinated
- 0010 - US-specific: In containers <= 2 kg
Common Tariff Rates Explained
- Column 1 (Normal): Standard rate for most countries (WTO members)
- Column 2: Higher rate for non-favored nations (Cuba, North Korea)
- Free: No duty owed (many raw materials, books, certain electronics)
- Ad Valorem: Percentage of product value (e.g., 5.2% means 5.2% of declared value)
- Specific Duty: Fixed amount per unit (e.g., $0.32/kg)
Tips for Importers
- Always verify the correct HTS code with a customs broker before importing
- Misclassification can result in penalties and delayed shipments
- Many products have multiple possible codes - choose the most specific one
- Check for special programs (Section 301, Section 232) that may add tariffs
- Free Trade Agreements (USMCA, etc.) may reduce or eliminate duties
